For Fresno County land owners
Starting October 8, 2026, Fresno County lets owners put a fraud prevention notice on their land's public record. Title Barrier prepares it, records it, and serves as the custodian title companies check with before any sale or loan closes.

Why land is targeted
Public records show who owns land free and clear, and where they live. That's all a fraudster needs to pose as you, sign a deed in front of a notary, and sell your land to a buyer who never meets you. The real owner often finds out months later.
Criminals are impersonating owners of vacant parcels with fake IDs, new email addresses and phone numbers, then working through local agents and title companies to sell land they don't own.

Fresno County Ordinance Code, Chapter 10.33
The Real Property Fraud Prevention Notice Ordinance takes effect October 8, 2026. It lets any owner record a voluntary notice on their land's public record, the same record every title company checks before a sale or loan. Fresno is the first county in California to offer it.

Confirm your identity through a notary they trust, with an ID check and a thumbprint in the notary's journal.
Send any sale money only to a bank account verified with you.
Handle every document for the deal through their own title officer.
Contact you directly, using your verified contact information, before closing and before recording.
These are requests, not requirements. But a deed recorded without them can be used as evidence that you never authorized it.
How long it lasts
No renewal needed. It ends on its own when the land is sold, when the last owner passes away, or when you sign and record a release.
Each owner requesting the notice signs it in front of a notary. It names your land by parcel number and legal description, then it's recorded with the Fresno County Recorder.
Your contact information stays private, off the public record. The notice names a custodian who confirms it when a title company asks. That's the role Title Barrier fills.
